The HKCCA’s Executive Committee invites you to the following presentation, hosted by ZICOlaw.

This very special event combines our Meet the GC series with presentations on law in the ASEAN countries, a fast growing area of interest for many of our members.  Our GC for this event is Steve Maloy, who started and grew the in-house legal department at General Electric in Asia to one of the best and most effective legal groups in our area.  For many years Steve was the doyen of in-house lawyers in Asia, and his organisation of his department and the procedures he developed are instructive for us all.  Steve is now an adviser to Zicolaw, based in Kuala Lumpur, with offices in Singapore, Jakarta, Yangon, Bangkok, Ho Chi Min City and Phnom Pen.

Food and drinks will be provided.   3 Law Society of Hong Kong CPD points have been applied for.  New York and California Approved Jurisdiction policy may apply.

TOPIC: Conversation with ASEAN insiders 

The speakers will share their views and insights on recent developments in South East Asia based on their extensive experience as senior lawyers in the ZICOlaw regional offices. They will offer some practical dos and don’ts of doing business in the ASEAN region.  They will also provide an update on the implications of the AEC (ASEAN Economic Community) for businesses looking to invest in manufacturing, infrastructure and financial services in the region.

Mr. Chew Seng Kok, the Managing Director of ZICO Holdings, is primarily responsible for the business development, overall strategy and management of ZICO Holdings Inc. (“ZICO” or the “Group”). ZICO is a listed company on the Catalist Board of the Singapore Exchange Securities Trading Limited. The Group is an integrated provider of multidisciplinary professional services focused on the ASEAN region, provides advisory and transactional services, management and support services and licensing services. Mr. Chew Seng Kok is also the Chairman of ZICOlaw Network, an integrated network of legal and related services providers in the ASEAN region. 

He started his career in 1985 as a legal assistant in Presgrave & Matthews before joining Chapman Tripp Sheffield Young in Wellington, New Zealand and subsequently joined Baker & McKenzie, Singapore in 1989. In 1991, he joined Zaid Ibrahim & Co. (a member of ZICOlaw) as a partner where he rose up the ranks to become its managing partner in 2004. He assumed the role of regional managing partner of ZICOlaw in 2011. In November 2014, Mr. Chew left his managing role in Zaid Ibrahim & Co. to take up a full time role as the Managing Director of ZICO Holdings and Chairman of the ZICOlaw Network.


Mr Stephen Maloy

Stephen Arthur Maloy was appointed as Non-Executive Director of ZICO Holdings on 6 August 2014 and is currently a Senior Advisor at ZICOlaw. Prior to that, Stephen was General Electric's General Counsel for the Asia Pacific Region and served in that role from 1983 until May of 2012, and has been located for various periods in Singapore, Kuala Lumpur, Hong Kong and Shanghai. Conjointly with this role, he has served as General Counsel of GE Medical Systems Asia from 1987 to 1991 and as GE's Chief Representative in Malaysia and Brunei from 1991 to 1993. In 1990, Stephen was responsible for the establishment of GE Pacific Private Limited. in Singapore, the holding company for most GE investments in Asia, and continued to serve as a non-executive director of the company until 2012. Stephen A. Maloy also served as the Vice Chairman of GE China Co. Ltd, GE's holding company for China and as Executive Director – Law and Policy for GE Healthcare China until 2012. Stephen A. Maloy is currently a director of several private companies in Hong Kong and New Zealand.


Mr. David Lim

David is the Managing Partner of ZICOlaw Vietnam. He is a corporate lawyer with a strong emphasis in the foreign investment sector. Being based in Vietnam for more than 9 years, he advises foreign investors on their investments in Vietnam across a wide variety of sectors including competition law issues.

David brings extensive knowledge of the Law on Investments of Vietnam to foreign investment projects that encompass a wide range of market sectors.  His work on investments for all types of projects includes guidance on issues ranging from investment structures to tax and foreign exchange issues.

David was admitted to the Bar in Malaysia in 2000 and practised in Malaysia until 2003. In 2003, David relocated to Vietnam and has been practising as a foreign lawyer in Vietnam since then. David joined Mayer Brown JSM in 2006 and was a partner from 2009 onwards. He is with ZICOlaw commencing August 2012.


Dr. Sok Siphana

Dr. Sok is a practicing attorney and the Principal at Sok Siphana&associates, a law and consulting firm specialized in international trade and corporate law in Phnom Penh. He was appointed by Prime Minister Samdech Techo Hun Sen concurrently as Advisor of the Royal Government of Cambodia and Advisor to the Supreme National Economic Council with rank of Minister in August 2009 and November 2011 respectively. He is also the Chairman of the Board of Cambodia Development Resource Institute (CDRI).

Dr. Sok served as Secretary of State at the Ministry of Commerce on 1999 to 2005, where he worked extensively on issues related to trade policies and development, commercial legal framework and economic integration. During his service at the Ministry, he was also a negotiator in Cambodia’s accession to the World Trade Organization (WTO). Dr. Sok also served as Director at the International Trade Center (ITC) in Geneva, Switzerland from 2005 until 2009. He resumed legal practice in 2009.

Dr. Sok holds a juris doctor degree from the Widener University School of Law and a doctoral degree in law from the Bond University School of Law.


Hanim Hamzah

A partner of Zaid Ibrahim and Co. (a member firm of ZICOlaw) since 2005, Hanim heads the Corporate M&A group at Roosdiono & Partners (a member firm of ZICOlaw). Her 15 years of regional practice experience includes being resident in Malaysia, Japan and Indonesia where she specialised in major infrastructure project financing and M&A deals in aviation, banking, insurance, mining, oil and gas, plantations, and property.

She is also well-versed in cross-border securitisation deals, structured financial products, and Islamic finance, where she has represented the interests of investors from Asia, the US, UK, and Europe in key onshore and offshore multi-currency transactions. She has been recognised as a ‘Leading Lawyer’ in Indonesia, in Corporate & Commercial, Cross Border, Mergers & Acquisitions and Project Infrastructure Finance (Islamic Finance News, 2011).
