Tim Lear, Executive Director (Operations), Hong Kong Competition Commission

Mr. Tim Lear is the Executive Director (Operations) at the Hong Kong Competition Commission, responsible for the Commission’s enforcement operations.

Tim has been involved in competition and consumer regulation since 2000 in private practice and within competition authorities. From 1999, he worked as a litigator in Sydney, acting for a variety of local and international businesses and Australian Government clients, including the Australian Competition and Consumer Commission (ACCC). In 2005, Tim joined the ACCC’s Enforcement Division, running investigations and managing litigations. At the ACCC, he supervised teams working on competition and consumer matters, including investigations relating to hard core cartels, misuse of market power and mergers.

Immediately prior to joining the Hong Kong Commission, Tim was Director of International Affairs at the ACCC. In this role, he represented the ACCC at International Competition Network, Organisation for Economic Cooperation and Development, Association of South East Asian Nations and other Asian competition workshops and meetings, working to promote the implementation of competition regulation in the East Asian region.

Martyn Huckerby, Partner, King & Wood Mallesons, Shanghai

Martyn Huckerby is an International Partner of King & Wood Mallesons who splits his time between Shanghai and Hong Kong.  Martyn has particular expertise in advising clients on Hong Kong, Chinese, and EU competition law matters. Martyn has delivered compliance training to a variety of multinational organizations across Asia and has advised clients on numerous competition law investigations. Martyn's international merger control experience includes advising BlueScope on international merger filing requirements in relation to its $1.4 billion joint venture with Nippon Steel.  Martyn is rated by Chambers Asia as one of China’s leading competition lawyers and has appeared in the “International Who’s Who of Competition Lawyers and Economists” for several years.

James Wilkinson is a senior associate of King & Wood Malleson’s disputes practice in Hong Kong. He has particular expertise in the construction, infrastructure, energy, resources and manufacturing sectors. James has substantial experience advising clients on competition law issues, including on competition investigations.
