TOPIC:  Doing business in mainland China under the latest cybersecurity and data protection legal framework

With the Cybersecurity Law effective as of 1 June 2017, compliance with Chinese cybersecurity and data protection legal framework has become critical for any companies doing business in mainland China. Risking fines, temporary closure of business or shutdown of one company’s website, the price for non-compliance has never been so high in mainland China. This presentation will focus on key items of the latest cybersecurity and data protection legal framework to support in house counsel in their journey toward compliance such as cross-border data transfer, personal information privacy rights, breach notifications and the cybersecurity infrastructure framework.

SPEAKERS:

Dr. Zhong Lin, Partner, EY Chen & Co. Law Firm

Dr. Lin was admitted to the Chinese bar in 1992. He received an LL.B. from Peking University in 1990, and an LL.M and PhD from Xiamen University in 1993 and 1996, respectively. Prior to joining EY Chen & Co. Law Firm, Dr. LIN was a partner in two other prominent Chinese law firms, a manager at the law branch of a major international company headquarters in Paris, and a lecturer of law at Xiamen University.

Dr. Lin advises major Internet operators, high-end consumer product companies, automotive companies and telecom equipment manufacturers on the cybersecurities and data protection issues. He also advises on state secret regulations and processing of security sensitive information.

Dr. LIN is a frequent speaker on online privacy, data protection and cybersecurity, including the GDPR of EU and the recent promulgated Cybersecurity Law of China. He has close collaboration with relevant PRC authorities of cybersecurity.


Keith Yuen, Partner, Greater China Cybersecurity Leader, Ernst & Young (China) Advisory 

Keith is EY’s Cybersecurity Advisory Leader for Greater China regions and has over 20 years’ experiences in providing IT risk management, IT governance, security profiling and security architecture design. He has served many organizations with complex, transaction-oriented network topology. He also possesses solid experiences in providing consulting services to help organization adopt security framework, 27001 and IT internal control framework.


In recent China Cybersecurity Law, he has provided advices to different companies for compliance

He managed numerous of Privacy engagement in HK and mainland China.

He managed numerous of Cybersecurity projects and compliance for different banks in mainland China.

He managed numerous large and complicated system and security advisory, IT Risk Assessment projects, IT Internal Audit and SOX 404 advisory services for various major corporations in China.

He led a no. of information security for Hi-Tech companies:

R&D security advisory for many TMT sectors in China

Information security framework across different sectors

Secure programming for one of the largest software company in the world
