Implications of the NPCSC Interpretation for the legal system in Hong Kong

On December 8, HKCCA hosted a morning symposium to discuss the implications of the recent NPCSC interpretation. Our invited panelists were Margaret Ng, former Legco member for the legal functional constituency, Ronny Tong, former member of Legco and convenor of the Path of Democracy, Priscilla Leung, current member of Legco, and PY Lo, a barrister and constitutional scholar. Jonathan Ross, a director of HKCCA, moderated the event. Withers kindly provided the venue, victuals and administrative support. The discussion, which lasted about an hour and a half, referred to the constitutional issues raised in the judgment of the Court of Appeals in the recent case concerning the two Youngspiration members who were disqualified from Legco as a result of their improper oath-taking. While no consensus was reached, the discussion was lively and felt by the participants to be far too short. We hope to have a follow up session after Chinese New Year.
